Consolidated Report on Capacity Building Programmes on Constitutional Values, Gender Justice and Child-Centric GPDP
As part of the 2nd Phase of Project on Handholding Support to 713 Gram Panchayats in five districts, National Law University Tripura, in collaboration with the Department of Rural Development (Panchayat), Government of Tripura, successfully organized five two-day Capacity Building Programmes at Agartala during April???May 2026, covering the districts of Khowai (23-24 April 2026), Unakoti (27-28 April 2026), Dhalai (04-05 April 2026), North Tripura (07-08 May 2026), and South Tripura (11-12 May 2026). Each programme was conducted over a duration of two days for participants from the respective district. The programmes were designed for Pradhans, Chairpersons of Panchayat Samitis, Panchayat Executive Officers (PExOs), RPMs, and grassroots governance stakeholders to strengthen participatory and inclusive local governance through the framework of Gram Panchayat Development Plans (GPDPs).
The sessions focused on constitutional values, democratic governance, gender justice, child protection, constitutional literacy, and sustainable grassroots development. The sessions started with address by the Vice-Chancellor, National Law University, Tripura on topics like Sustainable Development Goals (SDG), constitutional values, and critical social concerns such as child marriage and tobacco consumption in Tripura. The session highlighted the importance of integrating social justice and inclusive development into local governance planning processes.
Interactive discussions, presentations, group activities, case studies, and participatory exercises enabled participants to identify local governance challenges such as gender inequality, sanitation gaps, water scarcity, poor infrastructure, substance abuse, and lack of awareness in rural and border areas. Special emphasis was placed on Women-Friendly and Child-Friendly Panchayats through analysis of PAI 2.0 indicators, community participation, Mahila Sabhas, Bal Sabhas, and convergence-based planning.
The programmes significantly enhanced participants??? understanding of inclusive GPDP preparation, financial planning, constitutional governance, and evidence-based grassroots development. Overall, the workshops successfully strengthened the institutional capacity of Panchayati Raj representatives and promoted the vision of constitutionally aware, gender-sensitive, child-friendly, and participatory rural governance across Tripura.
